MSO New Bedford, MA

MSO's are Marine Safety Offices. These are land units that are in charge of boat licences, boat pilot training, and boat safety. They also are involved with environmental issues, such as oil spills. The patch shows a statue that is located in New Bedford, but I honestly don't know what it is for. If someone knows, please email me and I'll post it here.
